MINIMUM RENTAL AND DRIVER REQUIREMENTS
Minimum Age and Driving Experience
The minimum age to rent or drive a Vehicle is 20 years. The Renter and every Additional Driver must hold a full, valid and unexpired driving licence that has been held for a continuous period of at least two years before the start of the Rental Period.
All age, driving-licence, identification and vehicle-eligibility requirements apply equally to the primary Renter and every Additional Driver.
Required Documents
At Vehicle pick-up, the Renter and every Driver must be present and provide:
* the original physical driving licence;
* a valid passport or national identity card; and
* any additional document reasonably required to verify identity, address or eligibility to drive.
An Additional Driver may be verified through another procedure only where expressly approved in advance and in writing by Tirana Car Rentals.
Photographs, photocopies or digital copies of documents shall not be accepted. Expired, suspended, restricted, damaged, illegible or otherwise invalid documents shall also not be accepted.
A driving licence issued in a non-Latin alphabet must be accompanied by a valid International Driving Permit or an official translation, as required by applicable law or by Tirana Car Rentals. An International Driving Permit is valid only when presented together with the original national driving licence.
Driver Age and Vehicle Categories
Vehicle eligibility shall be determined according to the Driver’s age on the scheduled date of Vehicle pick-up:
* Drivers aged 20–22 may rent Mini, Economy, Medium and Large Vehicle Groups, subject to payment of the applicable Young Driver Fee.
* Drivers aged 23–25 may rent Mini, Economy, Medium and Large Vehicle Groups without a Young Driver Fee. SUV Vehicle Groups may be rented subject to payment of the applicable Young Driver Fee.
* Full-Size Vans and any Vehicle Group expressly designated as Premium, Luxury or Special may be driven only by Drivers aged 26 years or over, unless Tirana Car Rentals expressly approves otherwise in writing.
The Vehicle Group selected or assigned during the booking process shall determine the applicable minimum age, driving-experience requirement, security deposit and Young Driver Fee.
Young Driver Fee
Where applicable, the Young Driver Fee shall be equal to 50% of the total Vehicle rental charge for the entire Rental Period and shall be calculated once per qualifying Young Driver for each reservation.
The Young Driver Fee includes VAT but excludes the security deposit, protection products, optional extras, fuel, fines, damages and any other additional charges.
The applicable Young Driver Fee shall be clearly disclosed before the booking is confirmed and shall form part of the total contractual rental price. It is an age- and risk-related rental surcharge and does not constitute a fine or security deposit.
Where more than one authorised Driver qualifies as a Young Driver, the applicable Young Driver Fee may be charged separately for each qualifying Driver, provided that the charge is disclosed and accepted before the booking is confirmed or before that Driver is added to the Rental Agreement.
Additional and Unauthorised Drivers
No person may drive or otherwise operate the Vehicle unless expressly identified and authorised in writing in the Rental Agreement.
Every Additional Driver must:
* satisfy all applicable age, driving-licence and identification requirements;
* complete the required verification procedure;
* sign or otherwise formally accept the applicable provisions of the Rental Agreement; and
* pay any applicable Additional Driver Fee or Young Driver Fee.
Allowing an unauthorised or ineligible person to drive or control the Vehicle constitutes a material breach of the Rental Agreement.
CDW, Theft Protection, Full Risk Protection and any other optional protection product shall not apply to any loss, damage, theft, liability, cost or expense arising while the Vehicle is driven or controlled by an unauthorised or ineligible person. The Renter shall be responsible for the resulting actual and documented losses, without prejudice to the contractual charge under Clause 2.1.10 and subject to applicable law.
This exclusion does not affect compulsory third-party liability insurance or the rights of injured third parties to the extent protected by mandatory law.
Payment and Security Deposit
The primary Renter must provide an accepted payment method and the required security deposit or pre-authorisation.
Any payment card used must be valid and issued in the primary Renter’s name, unless Tirana Car Rentals expressly approves another payment arrangement in writing.
The security deposit is separate from the rental price, Young Driver Fee and Additional Driver Fee. It shall be administered in accordance with the Rental Agreement and shall not be automatically retained solely because the Renter or an Additional Driver is subject to a Young Driver Fee.
Verification and Refusal of Rental
A reservation does not guarantee release of the Vehicle unless all applicable rental, payment and Driver requirements are satisfied at Vehicle pick-up.
Tirana Car Rentals may request reasonable additional verification and may refuse to release the Vehicle, without being considered in breach of the Rental Agreement, where the Renter or any Driver:
* fails to satisfy any applicable requirement;
* provides inaccurate, incomplete or misleading information;
* fails to present the required original documents;
* presents documents that cannot reasonably be verified; or
* fails to provide the required payment method, security deposit or pre-authorisation.
Where these requirements were clearly disclosed before booking, any cancellation or refusal of rental resulting from the Renter’s or Driver’s failure to satisfy them shall be governed by the applicable cancellation and no-show provisions, subject to mandatory applicable law.
Higher Requirements for Specific Vehicle Groups
For reasons relating to the Vehicle’s value, power, dimensions, seating capacity, insurance conditions or operational risk, Tirana Car Rentals may apply a higher minimum age, a longer driving-experience requirement, an increased security deposit or additional eligibility conditions to specific Vehicle Groups.
Any such requirement shall be disclosed before the booking is confirmed. Where the Renter has provided inaccurate, incomplete or misleading information, the applicable requirement shall be communicated as soon as the correct information becomes known.
Tirana Car Rentals may refuse to release the Vehicle where the Renter or Driver does not satisfy the requirements applicable to the booked Vehicle Group.

If a tyre loses pressure, is punctured or becomes damaged, or a tyre-pressure warning appears, the Renter must stop the Vehicle as soon as it is safe, notify Tirana Car Rentals immediately and follow its reasonable instructions. Driving with a deflated, punctured or damaged tyre is strictly prohibited.
Failure to comply makes the Renter fully liable for all resulting damage, including damage to the tyre, wheel, rim, sensor, steering, suspension or other vehicle components, together with the reasonable and documented costs of roadside assistance, towing, recovery, repair and loss of use. Such damage is not covered by CDW–TP or Full Risk Protection unless expressly agreed otherwise in writing. The Damage Administration Fee under Clause 2.1.16 applies separately.

One further full day will be charged for each subsequent 24-hour period, or part of such a period, during which the vehicle remains unreturned. These daily charges are not cumulative for the same period.
The 60-minute allowance concerns the calculation of the additional rental charge only. It does not change the agreed return time, extend the Rental Agreement or authorise continued use of the vehicle. A request for an extension, notice of a delay or payment of an additional daily charge does not constitute approval of an extension.
The authorisation granted by Tirana Car Rentals to the Renter and any additional driver to drive the vehicle expires at the agreed return date and time, unless expressly extended in writing. If the Renter or an additional driver continues to drive the vehicle more than 60 minutes after that time without a written extension, the €500 contractual charge under Clause 2.1.10 applies once for that incident, in addition to the applicable additional daily rental charge.

The Renter is responsible for 100% of the actual, documented loss arising from such driving, including reasonable associated costs, to the extent recoverable under applicable law. Any amount actually recovered from an insurer or another liable party will be credited against the same loss. This provision does not affect mandatory third-party liability insurance (TPL) or the rights of injured third parties.
The security deposit is separate from the rental charges and is not automatically forfeited because of a late return.
2.3. VEHICLE IMPOUNDMENT OR IMMOBILISATION

The Renter is responsible for the reasonable, documented costs directly resulting from that breach, including applicable official charges, towing, storage and the costs necessary to recover the vehicle, to the extent recoverable under applicable law. Tirana Car Rentals will take reasonable steps to limit those costs and will not charge the same expense twice under different clauses.

Following any accident, collision, theft or other incident involving the Vehicle, whether in Albania or abroad, the Renter and any Authorised Driver must immediately notify Tirana Car Rentals and the local Police or competent authority, comply with local reporting requirements and obtain all available official reports, reference numbers, declarations and supporting evidence.
The Renter must promptly provide Tirana Car Rentals with all documents, photographs, videos, witness and third-party details, insurance information, penalties and decisions relating to the incident. If a document is issued after the Vehicle has been returned or the Renter has departed, the Renter remains obliged to cooperate and, upon request, sign any reasonable authorisation required for Tirana Car Rentals or its representative to obtain it.
The Renter shall reimburse all reasonable, necessary and documented external costs incurred in obtaining or processing such documentation, including official charges, courier, certified translation, notarisation, legalisation, local representation, transportation, fuel, tolls, parking, international travel and unavoidable accommodation. Failure or refusal to report the incident, preserve evidence, provide documents, sign a necessary authorisation or otherwise cooperate may reduce or invalidate the applicable contractual protection to the extent that such failure prejudices verification or insurance processing. The Renter shall be liable for the actual and documented loss caused by that failure, to the fullest extent permitted by applicable law.
These obligations apply regardless of whether cross-border use was authorised. Unauthorised cross-border use remains additionally subject to Clause 4.4, without prejudice to compulsory third-party insurance or the legal rights of injured third parties.

Lessor Assistance Option: Upon advance request by the Renter, Tirana Car Rentals can procure and arrange the mandatory Green Card insurance on the Renter's behalf prior to vehicle pickup for an additional fee ranging between €60 to €130 (depending on destination country, policy coverage, and rental duration).

The Renter assumes 100% total financial liability for all collision repairs, total loss, or theft of the vehicle.

The Renter is required to pick up the vehicle at the scheduled time specified in the booking confirmation. The Company provides a grace period of 90 minutes from the scheduled pick-up time at no extra charge.
6.2. Notification of Delay
If the Renter anticipates any delay (e.g., flight delays or other unforeseen circumstances), they must notify the Company prior to the expiration of the 90-minute period. In the event of a flight delay, the Renter is responsible for providing a valid flight number at the time of booking.
6.3. Cancellation, No-Show and Early Return
All bookings are non-refundable. If the Renter cancels a confirmed booking before vehicle pick-up, any rental amount already paid for that booking will not be refunded, except where required by applicable law.
If the Renter does not arrive to collect the vehicle and does not notify the Company within 90 minutes after the scheduled pick-up time, the booking will be treated as a no-show. The Company may release the vehicle for another customer. Any rental amount already paid for the booking will not be refunded, except where required by applicable law.
If the Renter returns the vehicle before the agreed return date or otherwise ends the rental early, no refund will be provided for unused rental days or prepaid services, except where required by applicable law.
A security deposit is separate from the rental payment. It is not forfeited solely because of cancellation, no-show or early return. Any security deposit collected will be released or returned in accordance with the rental agreement, subject to any amounts properly due under that agreement.
6.4. Payment Methods
Payments made via bank transfer or card authorization form are subject to the same contractual charging rights as POS payments.
6.5. Breach of Agreement and Vehicle Recovery
In case of violation of the Terms and Conditions, the Renter authorizes the Lessor, without any limitations and at any time to retake the vehicle in possession and assumes the payment of all eventual costs.
The Renter recognizes to the Lessor the right to be compensated, at any and for indefinite time, even by using the Renter’s credit card information, or other personal information.
6.6. Acknowledgment of Terms
By signing, the Renter acknowledges that he has fully understood the terms and conditions under which he rents the car and that he is fully responsible and aware of what he has undertaken. All clauses of the present contract are deemed essential and without which the contract would not have been accepted by the Lessor.
By signing or confirming the booking (online or physically), the renter confirms:
- full understanding of all terms,
- acceptance without reservation,
- authorization for post-rental charges,
- acceptance of inspection-based billing.
6.7. RENTAL EXTENSIONS AND EFFECT OF LATE RETURNS ON SUBSEQUENT RESERVATIONS
6.7.1. Requesting an extension
The Renter must contact Tirana Car Rentals before the agreed return time if they wish to keep the vehicle for longer. An extension is valid only when Tirana Car Rentals expressly confirms in writing the revised return date and time, the applicable price and any additional payment or card authorisation required. Until that confirmation is given, the original return date and time remain in force.
6.7.2. Vehicle availability
An extension is subject to availability and may be refused, including where the vehicle is required for a subsequent reservation. Tirana Car Rentals may offer a different vehicle under separately agreed terms. The Renter has no right to retain the original vehicle merely because an extension was requested or because the Renter is willing to pay an additional charge.
6.7.3. Delays and failure to respond
If the Renter anticipates a late return, they must notify Tirana Car Rentals immediately, state the vehicle's location and estimated return time, and follow reasonable instructions for its return. Notification of a delay is not approval of an extension. If the vehicle is not returned and the Renter cannot be contacted, Tirana Car Rentals may demand its return in writing and take lawful steps to protect its interests and recover the vehicle. Any recovery costs claimed from the Renter must be reasonable, documented and recoverable under applicable law.
6.7.4. SUBSEQUENT RESERVATIONS
The Renter acknowledges that the Vehicle may be reserved for another customer immediately after the agreed return time. If an unauthorised late return disrupts or prevents a confirmed subsequent reservation, the Renter shall be liable for the reasonable and documented losses directly caused by the delay, to the extent permitted by applicable law.
Recoverable losses may include the additional cost of obtaining a replacement vehicle, amounts reasonably refunded or paid to the affected customer, transportation expenses and other necessary and proven costs incurred to manage the disruption.
Tirana Car Rentals shall take reasonable steps to minimise the loss. No loss shall be recovered twice. Charges imposed under Clause 2.2 are separate and do not, by themselves, determine the amount of any claim arising from a disrupted subsequent reservation.
6.7.5. Pick-up grace period
The 90-minute grace period in Clause 6.1 applies only to the Renter's collection of a vehicle. It does not apply to the return of a vehicle. Late returns are governed by Clauses 2.2 and 6.7.
6.8. Disputes
Disagreements will be resolved in the District Court of Tirana.
